well, with the history these three have together, I can kinda understand why she does it. In case of family, Javi is obviously the "better choice" by now. They were together for several years, that doesn't go without leaving it's marks on each of them. I told her off in my first playthrough because family is family and you don't fuck another mans wife in general but I also didn't want her to be with David again because I knew he would get her and Gabe killed at some point. He's a soldier incapable of being a family man.

He left them alone for years with children and I guess after some time there's a possibility to fall in love with Javi. I think she hasn't got the courage to leave David because of Mariana and Gabe. But she gave a lot of hints that she doesn't want to be with David anymore, I mean he treated her like shit and never really cared about her but as soon as they reunited he's like "Oh my god my perfect wife". I accepted her confession because I don't know how long have they really been together before knowing that David was still alive, and honestly, I didn't know what to think about Kate and David's relationship to an extent, all I know is that she feels something for Javi, and I'll give them a try since it's clear that she really might not love David anymore after "years" she said, I still think it's a shitty decision cause I'm betraying my brother but I don't know. I also thought Javi did care for them immensely and they make a good team. Honestly, I only said yes because of how rude the other option seemed to me at the time. But I wish my high ass paid more attention when I played and didn't do any romantic shit with her, even with the possibility of David being dead, it would have been a shitty thing to do to your brother, alive or not, even if their marriage was failing.

Despite the choices you choose of siding with David through out the game he still somewhat being an asshole brother towards to Javi saying that he was a selfish who always cares about himself and still wanting to fight with you despite if you didn't cheated with Kate. And the ending where he and Gabe survives and Kate dies, David stated to Javi that he couldn't changed because he/they at war that will never end and they will never going home because those hope are lost in the same day when his father died and the start of the apocalypse, and he wanted to leave his family *AGAIN* saying that it was too much for everyone to handle againts him (yes i know your about to say you could convince him to return to Richmond) but even if he did go back to Richmond there is no ending scene where Javi and David had a peaceful brotherly relationship after the incident, and he doesn't want to talk to both Gabe and Javi. And that's it basically your choices is irrelevant, Telltale says your choices matters but it contradict to your choices you choose and the outcome will stay the same.
