According to the introduction, she is Cecilia - the princess of Pegion Kingdom. Many people also think that she looks quite like Ophelia.

Because it happens around Christmas, I think it's a Christmas event (Although I find that the UR suit doesn't fit the Christmas atmosphere). Shining Nikki doesn't have a clear caption like Miracle Nikki so everything is usually based on the time of the event. This year is Red Queen & White Queen so you may have to wait 2 more years.
I was really confused if this event was a 2SSR or and UR and SSR event at first because of the makeup in this pv XD
