For 4 mana, she's just ok. I'm going to put her into my Ephara deck, because flash creature cantrip with that commander. If she was 3 mana, she'd be a direct upgrade to many commander format fringe staples. She has the upside of instant speed and higher reliability for the downside of costing 1 more mana to cast than other creatures that have similar ETBs. Her hitting a non-creature legend is largely offset by the fact that she can't hit non-legendary creatures.
