No Classic Shadow. There's a separation mandate between what characters can appear in Classic and Modern Sonic. A Classic Shadow wouldn't make sense anyways since Shadow never ages.

You know, I’m starting to think that they aren’t just giving Shadow a bunch of levels exclusive to him. I think they’re doing something more akin to a mini Sonic frontiers. *Cinematic sections and combat scenes in boss fights? *Chaos Control instead of homing attack? *I’m pretty sure he shoots a Chaos Spear at the biolizard in one scene. Shadow is getting a skill tree and an open map or two to fight people. I’m calling it right now.

Wouldn't be the first time. Still, I'm not complaining until I actually see something that I find as a problem. So far my only complaint is that the level design for Shadow looks a bit scary. Again, I'll trust SEGA for now.
