I think it is a wireless dongle. You cannot do port forwarding. You only require the router device for this

without router & static ip address you cannot do port forwarding & access the ftp server from outside the network

i have an problem, the local ftp server works very well but when i use my public ip for ftp service it will continuosly ask for user name and password please help me to solve this issue

Yes you can setup ftp server on win10 but for outside access you need to have public ip address. You can access it in local network
