I managed a joint Navy / Air Force program back in the 90s. The unique (and ridiculous) requirements each service would impose on the project exploded cost for both services. We had to get them to agree to a precisely defined division of responsibilities to get the contracting agencies to get along and get costs under control.

Just a quick, tiny story for y’all. A buddy who was the chief of an investigative team needed 5 digital cameras for his unit. He did the research into the exact features needed, and when he decided the exact cameras he needed, he found them at Walmart for $99.00 per. Filled out all the requisition forms and submitted them. Shortly, he got called in and was informed that his request was denied, as the department was under contract and could only get them from a contracted vendor. Long story short, The exact cameras he wanted were delivered by the contracted vendor. Over $500 per camera.🤦🏻‍♂️

He hit the R&D mail right on the head. Another contracting debacle is that once the contract has been awarded for company A to deliver widget x for $10million in 2 years. The company comes back in 18-24 months and says, well we got it 70% like we said we would but we need another $50million to make it work like you asked and we said we would. DoD/Govt doesn’t hold the contractor to their contract and there are no adverse actions for their failure to meet the contract. DAU (Defense Acquisition University) is actually a pretty good set of courses that teach you a lot. I had to do that my last 5-10 yrs in the Army.

The govt a lot of tools for those cases. But in the end, it’s the govt’s fault. Sometimes the govt office is forced by congress. There are many kinds of contracts that can protect the govt, but they can have downsides… like costing more.
