It’s an appeal play. Cruz was ruled to have beaten the ball to first. Ramirez appealed that Cruz missed first, and he did by a lot!

The umpire is required to call it safe until an appeal is made. It's a weird rule, but since Hanley made an appeal, the umpire could reverse the call.

Its weird because the appeal is to tag him and he called him safe a second time on the tag. Or is the appeal verbal? I always knew it as tagging the base/runner

That was really good on ramirez to recognize he didnt touch the bag then go all the way past it to tag him. I dont know if stepping on the bag would work and if it would still be a force after he goes all the way past the bag.

4Gfoley Yes, it would still be a force play. An appeal at first would be, for example, failing to tag up after a ball was caught on the fly.

4Gfoley Read my comment again. Fly ball caught is an appeal. Not touching a base that you are required to advance to is a force play.

4Gfoley according to the rule book, it's still a force out. If there were two outs and a runner had scored on this play, the run would not be counted.

The initial safe call was because of the missed tag attempt, which is the correct mechanic.

In case you’re wondering, the umpire calls first whether or not the play was beaten to the bag. Once that happens, the ball is still live and Hanley Ramirez immediately launched an appeal play himself.

Based on what the commentatos said, he probably asked what the appeal was exactly before making a decision, to make sure they weren't appealing the runner made a move toward 2nd.

He has to call him safe. He can only call a runner out for missing a bag once an appeal is made.

plays like this happen a lot at home plate where a player does not touch home plate even when the ball is not in the area. The umpire is not supposed to make the call until an appeal is made by the fielding team.

Yeah, it's kind of a weird rule. I'm not sure why it exists. As long as the fielding team sees it and issues an appeal, though, the umpire is allowed to make his judgement.
