Yes, you can either adjust the mask position frame by frame in Premiere OR use the 4-point tracking option in After Effects. I recommend using AE for moving images like what you're trying to accomplish :)

What if I wanted to add a greenscreen to it so that I can have a backround on the tc screen and a person standing infront of it how would that work?

That's a job for After Effects. Use the 4-point tracking option.
