Funny, I just found a little, dried up cap of green pepper with the seeds still on and tucked it in a pot with a pepper that is already producing. In fact, that pepper came from that pot. The cap had not turned red, and almost none of my bell peppers ever turn red. But, if even one seed sprouts and grows, it will be a good thing.

Probably not a good idea. You'll potentially get twenty seedlings in that pot which you will then have to separate and replant or just snip off and kill. Once dried remove the seeds and plant 2-3 in a pot. Then thin the weak ones.

I have since learned that most peppers start out green and turn red, orange or yellow when they ripen. Seeds taken from immature fruit will never sprout as they are premature and not sufficiently developed to sprout. To accelerate ripening, the gardener I watched CAREFULLY sliced through the flesh near the stem, leaving a bit of the flesh on, to remove the end of the pepper WITH seeds attached. Put the severed stem (seeds and all) in small dish, put it on a window sill and wait until the pepper has turned color to red or yellow or whatever color they reach when ripe. This will take a week to 10 days, shorter if it gets lots of sun. Then collect and plant the seeds.

Yellow and red peppers are essentially ripe green peppers. For yellow and red peppers, you can just save the seeds or even just dry them for a week and wrap it in a moist paper towel and they'll germinate in 4-5 days. You don't need to do the dry cap part for yellow/red peppers are they're already ripe. The best method to grow green peppers is actually buy red peppers from the store, use it in salad or noodles, dry out the seeds on a tissue and then proceed to germination. I've had more than 90% success rate with store bought peppers this way and probably peppers have one of the highest germination rates among store bought items.
