SFPD doesn't need a law passed to do it either. But having a law that specifically says you can puts the department in a better legal position if they ever do use their robot to kill someone. There's no law or policy that allows me as an LEO to stab someone to death with a knife, but as long as I am justified using deadly force at the time of the stabbing, then doing so is not unlawful since there is also no law forbidding me from doing so. But I guarantee it would be a nightmare to deal with in civil court since I am not trained to use my knife against suspects. This is why some departments actually train their officers to use their flashlight as an impact weapon. It then allows that flashlight to be used (if needed) while shielding the officer and department from liability since they can say the officer was using a piece of equipment consistent with their training and policy. You could get away with it (in an exigent circumstance) without the training and the policy on the books, but it would be a tougher thing to defend in court.
this is SUCH a good video breaking down this act. you never fail to properly explain to those who cant keep up lmao you are the greatest youtuber ever known to man

Texas actually passed the robot law in the last legislative session. There are limits and that limit is basically it can not be autonomous and the risk has to be so great that placing an officer in the situation would surly result in serious injuries or death. Texas kept in the rule that San Francisco explicitly threw out, regarding the use of force justification. In San Fran, they were asked to hold it to the same escalation rules as a human officer, and rejected that request. Humans are more restricted in lethal force than the robot is.

What most people are missing is that there is still a person operating the robot. As long as there is still a person to hold liable for what happens, then I can see the use for this tool that can save lives. Once the robot becomes autonomous and does so on its own, then I can see an issue.

It's a slippery slope man, it's been proven people are FAR more likely to pull the trigger if they're operating a drone, it takes the guilt out of the equation and long term drone operators actually get excited to execute kills, it becomes a game to them. When honestly they should be far more hesitant to pull the trigger as there is no actual risk to them or anyone else if they're using a drone from a remote location. FURTHERMORE and more importantly, the legislation doesn't specify about remote control robots, it says robots.. So with this wording they actually made it legal for a machine to kill people based on it's own decision or algorithm with zero input from humans. They completely opened the door with this one. It was a bad bill despite what Donut says or thinks.

The difference is that San Francisco made a rule that there is no use of force continuum for the robot. A human officer can only kill if necessary. They explicitly removed that requirement for the robot. The robot can be used to kill with no justification required, according to the new rule they made.

Saw on the news when I was a kid, can't remember where it happened. But that the first time I saw a police robot use deadly force. It was just before the military started arming drones. @@dakoderii4221 I agree It’s _”Apprehending”_ a suspect. Not killing them. Justifiable homicide is justifiable homicide. Ability/Opportunity/Jeopardy The use of deadly force is the same for every human being, aka _”self defense”_ That’s why we have rules of engagement, why military JAGS exist, why assassinations are illegal, and why abortions were even hypothetically justified when the mother’s life is in danger. So could a citizen send a robot drone strapped with C4 to blow up a barricaded suspect? Doubt it. They’re not facing imminent and immediate danger. I would argue a remote robot cannot be. The only circumstances would be to protect others under your mantle of protection, ie, others around you, your children, etc who WOULD defend themselves under ability/opportunity/Jeopardy. If so, identify them. I cannot go kill any armed and dangerous suspect who just committed an armed robbery because they could theoretically kill someone in 5-10 minutes. You could when they had the gun pointed at someone, but I cannot assassinate them 10 minutes later in a parking lot. I fear this will become a double standard assuming the state as an entity can make an executive decision to kill someone, rather than a responding enforcement officer defending themselves from a suspect that is being brought to court

If someone is willing to show total disregard for the life of others, as would be the case in an armed robbery, hostage situation, or whackjob shooting, why are we as the rest of law abiding society under an obligation to protect that person? One huge thing that Cody missed and all the other people are missing on this. The cost... I don't know about any department you have worked for, but every department I have worked for in the past 15 years could not afford to blow one of these every year, much less every week or day. considering how much they cost I am willing to bet that there will be many check-offs that have to be met in order to deploy this. Even in a large department that may have more funding on paper but typically they have more cost, so very few departments actually have robots even for Bomb disposal much less to destroy all the Methican Americans. I actually have an extremely funny story about a bomb disposal action gone wrong where every officer on scene damn their crap their pants message me if anybody wants to know.

I like how they’re saying this is scary like it’s sky net(vs remote controlled) but are all hype as fuck about a.i. being the future
You see, 5 minutes or less of research and it shuts all these people down! What makes it worse are the false headlines that feed these people into thinking this is the end of the world. More people need to watch this video and read the actual details. Thanks Donut!
i’ve literally been binge watching brandon herrera and donuts videos every night
@donut hey hoping you feel better brother. Thanks for always making me smile when you post new videos. You are the best police shooting/ police issue breakdown. Keep up the good work. Feel better soon
Nothing wrong with this whole killer robot thing. The line is when you hook said robot up to Artificial Intelligence. That's what Miles Dyson flip flopped about.

Is anybody actually talking about hooking it up to Ai? All I’ve seen is the same remote control robot we have but with shotgun attachment.

@@rainbowmoon1461 I haven't seen anyone talking about it, but the conversation is just as inevitable as the implementation of AI - "What do we hook AI up to and what don't we hook AI up to?"

Wait is donut posting again! Just in time for Christmas. Love ya man hope all is well for you and John!
It’s not a robot killing the bad guy, until the robot has AI and makes the decision to kill on its own. It’s still a person in control. So they get the credit for the kill. Good job! Get those bad guys! And so on, and so forth.
Get better soon, Donut.

The "robot" is controlled by a human. It can only go rogue if the handler goes rogue. It's a great TOOL.

Exactly. It's the same as a trained officer with a gun in the room, except it keeps an officer from having to get into that room and risk death to themselves. There are very few scenarios where I can see this being used, but among them are situations like the Dallas incident, and I see no reason not to use a bomb robot this way if the person to be taken out is an imminent threat to the public and/or officers and it would likely put officers' lives in danger to try to apprehend or kill that person by physically entering the building/room.

@@skyhawk_4526i think if you sent like 10 or 20 of these bots into an active shooting they cod potentially work really well. Or even in conjunction with flying drones
Cheese ( heathers cat ) always ducking with ya cameras 😂
I love how they make it sound so scary when some dude is just controlling it with a Xbox controller an ipad, atleast then needing to have to make a split second decision is secondary. They can view subjects without having to react in fear of their lives. I could point at it all day long and probably wouldnt get unalived unless i shot at it
Feel better soon Donut!

bro said they killed him with a bo2 killstreak 😭😭 using the bomb drone in codmw2 suddenly feels way more real

"Affirming gay marriage isn't a slippery slope. Nothing will come of it. Massachusetts legalized it 12 years ago. Nothing changed since then. The law is clear, it makes same-sex marriages legal. There is nothing threatening about that. It doesn't say they will start teaching kids to be gay/trans in schools. It doesn't say there will be a drag queen story hour for very young children promoted by schools. Why are you worried about nothing?" -Regressives back in 2015.

I'd have to really think about it if it ever came to robots being able to patrol and apprehend. Where it stands now with current tech seems fine. I'd raise some questions when robots get more physically competent
