This will work if you don't have a google account synced to the phone. If you do have an account synced it will ask you the username and password if you forgot the password or canceled the account it will not continue with the process and you will have a permanent google lock on the phone forever .

QEM lock was On except FRP lock is off, mine phone both QEM lock and FRP lock is on, I still couldn't do it like you do
