I guess he meant the ACCENT not the appearance , However in the Levant there's a lot of mixed races, and ethnicities just like US, (I'm from syria) But I'm not sure about the iraqis I guess they mostly look arab

Because the actors probably didn't know how middle eastern people sound so the they just used the geographically closest accent they knew. Central Europe to Middle East sounds approximately the same, right? Vaguely Russian? To be fair, they don't have the time to study accents for short weekly sketches. But I've seen this in tv shows as well. Americans just don't seem to care to differentiate for the most part and they seem to find Russian accent funny.

They probably didn't have enough time. I don't know when this sketch was done exactly but was it just prior to the invasion of Iraq? There's plenty of Americans from Middle Eastern/Arab descent. A few oldies (still alive at that time I think): Jamie Farr, Casey Kasem. Also, in an old computer adventure game, "Indiana Jones and the Fate of Atlantis," the Arabic characters that you find and can talk to have descent Arabic accents.
