In Russia, there's only one siren tone: "Attention to all!" So, they use it as a test tone.

I’m not sure what you’re talking about exactly, but I’m pretty sure those are orthodox churches and they’re usually covered in gold, not copper. They’re pretty common in Russia, Belarus, Ukraine, and probably some neighbouring countries too.
