The motivation has everything to do with energy. Burkina Faso, Niger and Mali lack of the necessary Energy for their development. There is barely electricity for private domestic consumption, and no industrialized plants can be constructed and be competitive without cheap power supply.

The entire region of the Sahel is rich in energy resources including Uranium ...Even Mali has unexploited deposits of Uranium as well as potential huge oil and gas deposits
