To Unite Africa as a power, there must be a unity. Not necessarily in one umbrella organization but unity of purpose. Let the 3 Sahel states have their own confederation and co-exist with the Ecowas. They should also strengthened their alliance and learn from the mistakes of past why the Sahel states abandon the group. You cannot force them to return but the BEST policy to treat them and its people is a Soft Policy of mutual respect and support. Theirs the Sahel have now the apparatus and pattern to kick out the Western neo-colonialism, they are a new model to be followed on pan Africanism, while the ECOWAS must work double time to upgrade their own policy on sustainability, security and development in the next level. Cooperation of every states whether ECO or Sahel is a must.
