Russia's Kharkiv Offensive and Leadership Purge - Shoigu's removal, Kharkiv & What next for Ukraine?

Sponsored by: Private Internet Access: www.piavpn.com/Perun
The last few weeks have arguably been a period of change for the war in Ukraine, both on and off the battlefield. In Moscow, long serving Defence Minister Shoigu has been removed from that post, while a number of Russian Generals and senior figures have been arrested or otherwise removed.
Meanwhile, in Ukraine, Russia has escalated the previously quiet Kharkiv front, edging slightly closer to Ukraine's second city.
In this episode, I want to unpack some of the current political and economic context and ask what may be next for a Russia war effort that is now 'under new management'

Yes I recall other videos pointing out the KGB considered it useful in the Soviet period because it gives easy kompromat on everyone and thus aids intimidating/controlling people. Also widespread corruption fits in well with the propaganda goal of compensating for the material shortcomings of Soviet society, since you could acknowledge there are problems in the SU and it wasn't as perfect as it purported to be, but you could then say other societies are the same - the promotion of cynicism makes people more tolerant of failings.

I like the statement, "Shoigu may have failed Putin, but he never betrayed Putin." That's an excellent and probably accurate description of that move. Giving Shoigu a parallel move instead of purging him also preserves at least some of Putin's own image; "Of course I wasn't wrong in leaving Shoigu in place for so long! Look, I'm giving him another important job!" It also sends a message to Putin's people in Russia that sufficient loyalty will be rewarded. As for Beluosov, I see that as Putin possibly realizing that at this point, the Russian military needs more than generals; it needs a project manager. Someone who can look at a mess with different eyes, get it organized and direct resources, and generally make things happen. A historic American example is the Manhattan Project; it floundered under the direction of civilian college professors until Gen. Leslie Groves took charge, and accomplished more in his first month than the entire project had in its existence to that point. Not saying that Beluosov is Leslie Groves; he is inheriting a historic dumpster fire and "reduce the fuckups" is a relatively low bar for success, so his accomplishments are yet to be judged. We shall see.

OR Putin is afraid of a military coup and expressly appoints someone with no personal powerbase in the army and who is not a rallying flag for the generals. As long as the generals are competitors of each other, they are no threat to Putin. OR Beloesov's role is to be the Littlefinger of the Russian army: his task is to find the money to keep it going. To try and get cheaper stuff from the military industry. According to Konstantin of Inside Russia, the head of Rostech has already given a preemptive interview stating that profit margins are unsustainably low and prices can't get lower. And to try and squeeze money out of Russian society and direct it to the army. That would be an indication that money is getting scarce. Beloesov has a history of collecting "windfall taxes" from Russian industry.

The difference between cases of Groves and Beluosov is the overall culture around them. In Russia, the corruption is a built-in feature, where the tsar is at the top, siloviki around him - and everyone steals. The trick is, you never steal from above you, never from the higher ups. This is a oversimplification and there are many other cultural aspects, but my point is, the problems of the Russian military run much deeper than the military itself. You can try to fix an operation, but how do you fix the culture around you. That takes time and willingness of the whole generation.

Its a difficult line to manage. Commanders want to use their best units because they are more likely to get the job done as cheaply as possible, but that means those units are obviously subject to attrition. _'... is an economist.'_ An observation and not a defence. Go through the list of European defence ministers. Almost none of them have a military background beyond conscript. Good luck finding a former general or admiral. Heck, good luck finding a retired colonel or major. Many are lawyers. Many defence ministers are lifelong party flunkies starting in a youth wing with law or econ degrees whose previous ministerial experience was Ministry of Families, Minister of Public Services and Procurement, and the like. Canada's present defence minister was a cop. Belgium's minister never had anything to do with the military and her very first ministerial position is defence. One of Sweden's recent defence ministers was a conscientious objector who was a conscript for 57 days, yet his first ministerial posting was defence. One of his predecessors was Chief Commissioner of Stockholm County Council - that's local government - before being promoted to Minister of Defence. Finland's current one was Minister of Justice before switching to defence. Same deal with Spain's. You think Ursula von der Leyen, Annegret Kramp-Karrenbauer, and Christine Lambrecht, three of Germany's four most recent defence ministers were competent? If competence is judged by how effective they were at emasculating the military, they were a resounding success.

Not to question the cosplay-ness of the Russian general, but based on some quick googling, it seems Patton really did direct traffic a couple of times IRL, not just in the movie. Even if Patton did a bad job, having a General order people around directly on the front lines of a combat operation used to be effective in specific military scenarios. One of these that I am sure about is the beaches during the Normandy invasion. There were disagreements between commanders of the attack units and the people responsible for keeping the beach running smoothly, confusion due to landing in the wrong place, etc., that were resolved by General-level officers on the ground there. Historically, "lead from the front" has been a key factor in morale. But this may not apply any more in modern warfare, where communications and battlefield awareness are much better.

Yes. Still, I like the Democrats a lot better than the Republicans. Biden has restricted the use of U. S. supplied weapons to Ukraine territory. I don't like that. But at least he does send Ukraine weapons and has always supported this. Up until last month, Republicans, because of Trump, were preventing any military aid being sent to Ukraine. So saying "We are not sending you any aid, but what aid we do send you can be used on targets inside Russian territory", is not helpful. So I will still continue to look to the leadership of President Biden for handling this situation.

I'm sure they have enough people telling them that, and while I wholeheartedly agree that it doesn't make logical sense to play by the rules when only one side does so, it's important to note that the reason why those rules were put in place, was not just to be nice and fair or something like that, but to avoid escalation. We live in a world where nuclear weapons exist, and if you rattle the cage enough, an insane idiot like Putin may put those weapons to use, either against Ukraine or others in the international community. The reality of war in the modern era is that a war with involvement from countries across the globe can happen via proxies, and yet those countries try to keep their appearances of commitment lowkey, so as to avoid it into turning into an actual war across the globe, rather than a localized conflict.

Thanks Perun! Great video as always. Armies sometimes set ambitious objectives for operations, which are not seriously expected to be achieved (especially if the real objective is a diversion to 'soak off' reserves from another main line of attack). Good to see your shout out for Vlad Vexler, another excellent channel which looks at other aspects of the current world crisis.
