how to disassemble the hande holder?

I have the exact opposite problem, it starts spinning when I contact the head to the body, even if the vacuum is turned off. Did anyone had this problem/ found a solution to this one?

I have a newer version of this vacuum, and it's also a piece of s*. Doesn't rotate, and 0 suction power. Shameful.
