WTF are you talking about? Record deals were given by men in suits middlemen who took a larger share of the pie than they were entitled to. As with many a middleman, the internet has blown them away. You can get a place on Spotify or some other streaming service as many millions of artists do. There is more music choice than ever before but no middlemen to pick and choose who to publicise and who not to. There are no famous artists or bands anymore because of this. This fellow has to be his own self publicist, make money from live appearances, otherwise he will earn nothing from music and it will remain his hobby.
