It was actually slowed and bouncy hard court from 1999 while they were played on carpet until 1998. Majority of players serve and volleyed indoor at the time and you can see this is already a match between 2 baseliners on slower and bouncier hard court. You can also see Federer did not even volley as much as Ulihrach who was baseliner at the time.
