I used to do maintenance on ballast cleaners. Old passenger carriages dump human waste on the track which then soaks in, probably for many years. Then this comes along and creates a huge dust cloud which quite a few of these guys are breathing in. I would never go near one of these without full PPE.

So it's essentially removing the sand and dirt from the gravel to make sure there is drainage so the railway bed does not turn into mud in the next monsoon?

Indian Railway is a massive and impressive railway. But please consider my humble comment. The workers were not wearing proper PPE and wearing only slipper/sandal at work. Please Indian Railway. improve the safety of railway people. They work for national pride. Refer to 1:24.
