No. The power of XRP comes in when stable coin/stable dollar usdx, usdc, jpm coin, usdt etc. when it’s time to send it cross border or whatever stable dollar you use u need a neutral bridge asset and XRP takes care of that problem. This way the US does not neeed to hold Japan’s digital dollar and Japan does not need to hold the US digital dollar. It can be converted when I send usdx or usdc or jpyd using XRP. This is why Ripple is making stable dollars for many nations. When it comes time for example for Japan to do business with the US and move money both nations can use their digital dollar but a neutral bridge is needed and XRP will play a big role to bridge any asset, derivative or commodity. You’ll see! It just takes time getting through these laws and regulations. Once their done you’ll see the plan unfold
