They said Rick had to be neutralized because he had "Class C or above cybernetic enhancements.." It's not the thoughts necessarily but the ability to follow through with it, kinda like sneaking a gun onto a plane vs wanting to shoot someone on a plane but having no gun. Everyone has violent/controversial thoughts, but only some people have the tools (and will) to follow through. The neutralization just inhibits that will because you have weapons. I don't know if that makes sense but my point is that if Jerry had weapons / cybernetic enhancements (and you can draw your own conclusions on whether or not he would need to be smart for those), he would be neutralized, too.

İf something has happened to Rick in a different planet and Jerry is alone to survive, he survives like at most 30 seconds.

Usually “neutralized” on earth means death, so can’t blame Jerry for reacting the way he did.

I think he was actually neutralized until right before Jerry is told he can go. Because rick stops looking stupid and understands the joke that was on the intercom

The way rick said no, was honestly funny as hell.
