If someone else wanted to use my back yard for a party, it would require at least 3 things: 1. They would have to ask NICELY well in advance and I would of course need to give them permision. 2. Myself and my family would need to be included/invited. 3. Within the next few days(1-3 depending on the size) it would need to be cleaned up so it looks as if there had not been a party to begin with. Of all these, nr. 1 is THE MOST IMPORTANT OF THEM ALL.

If the room is locked, then yes, they need a warrant to enter, even if allowed into a house. Any locked spaces (bedrooms, safes, etc) need individual warrants enumerating the spaces they are allowed to access.

Not a lawyer nor do I play one on TV but generally a landlord can't give permission of a tenant's space. Most likely Chloe had an arrest warrant in her name with the assault and property damage and once cops have that they have the ok to go in. The stolen goods might be less clear in regards to an evidence search but I'm going to assume Chloe probably didn't bother to hide the stolen goods and with a previous report of the stolen items would have fallen under plain view doctrine.

Mildred won't learn a thing until she herself is fined or spends some time in jail. That is the only way to stop her. Unless she is the one inconvenienced she will simply continue. I am confused! Your ‘yard’ was not “ up to code” ?? In the UK our gardens, front and back, are ours and we do what we want with the space.
