Eh... Wisconsin is 2x the ship RI is. Rhode Island's AP just isnt good enough. Needs maybe 5-7% more penetration, and 5-10% better angles, closer to Buffalo/DM AP angles. These weak "improved AP" angles arent good enough to make up for the crap armor and poor pen.
