Resident Owned Mobile Home Parks

Resident Owned Mobile Home Parks offer an alternative to paying lot rent. They are another option in 55 plus manufactured housing communities in Florida. We look at the choices, advantages, and disadvantages of this option for Florida manufactured homes. Subdivisions are the best bet if looking for an all ages mobile home park. Snowbirds may find this a desirable alternative to land-lease. Manufactured homes are the last bargain left in affordable housing for Florida retirement communities. Used mobile homes & manufactured homes are widely available. The opportunity to place new homes in these communities also exists. If you are buying a mobile home, checking mobile home prices, or just looking for a 55 community; this is a good place to start.

    Here in Vero Beach, I thought about buying a mobile home in Midway Estates. Back in 2017, the monthly cost was $260 if you owned the land--and $480 if you leased the land. I'm so glad I didn't buy there. As you know, the residents eventually sold their shares. Now the residents there are stuck paying a much higher monthly lot rent. Thank you Russ for educating us about this--that shareholders can sell out.

    Every option out there has risks and rewards. I happen to know one of the shareholders that sold out there and she made out pretty well. Renters - not so much. This highlights a benefit of choosing a park already owned by a larger park owner. (ELS, Hometown, etc.) The park is unlikely to be sold and while rents rise, they do so in an orderly manner. But even within that group there is a wide variability in what you are getting into. Glad it worked out for you. It shows the pitfalls of simply looking for the lowest lot rent or HOA fees.

    This guy is legit and sharing good information !! We bought in a share owned park in central Bradenton this spring and love it, nice people, nice clubhouse and pool, adjacent golf coarse, although not included in cost, everything we hoped for. About $171/ month with water, sewer, trash, mowing is $21 of that $171. Property taxes and electric is our only two extra expenses. It is a bargain. Shareholders and board controlled and monthly costs stable for years now. It is well kept and very nice appearing at all times. Pays to shop around. Dig into the details he is talking about. Find the names of all the parks you can in the areas your interested in, get on their web sites, most have their structure and monthly cost details in their sales section on their sites. There is still a very few bargains like what we found but you have to find them. Similar park with less to offer across the street is $725/ mo. Complete Gut jobs cost $35k, brand new doublewides are 170-200 but there is a lot of still nice or completely redone stuff from the 70's available on occasion for 70-85 but it sell within days.

    ​@@RussellWatsonFMHL Check out, for a comparison, "Golf Lakes" and "Village on the Greens" websites in Bradenton as our research yielded both of these as very clean and nice for a lower monthly cost than most of the others you reference. We are in VOTG and overwhelmingly happy after a whole lot of looking and research all around the south west 1/4 of the state. Both parks appreciating rapidly and units sell quick compared to less expensive but like homes in higher monthly cost parks. Both parks are debt free currently and are adjacent to and share the same proximity to The Greens of Manatee golf coarse which is not included but a 1 minute ride in your golf cart. Both are 8 miles from the beaches at Anna Marie and SQQ airport for easy and cheap tickets for those that come and go. I think airport proximity is a good point of consideration you could mention as well since so many folks come and go some through the winter months. Both of these parks give a lot for the monthly spend. Units sell within hours or if not 1-3 days often. They are competed for heavily.

    @@floridasaltlife Yes they are very interesting communities. It appears Village on the Greens (Formally El Rancho Village) still has 87 units that are not shareholders. Do they have their own HOA? Golf Lakes appears to be 100% shareholders. Both look like great bargains if you have the means to buy in. Thanks for your follow-up.

    @@RussellWatsonFMHL Yes they do, We bought our share and at 57 and 52 yo we will be there for a long time so we will benefit from the purchase, winters for now. We love it there and I really enjoy your channel, you are giving the best information available for people trying to figure it all out as they consider a manufactured home in Florida purchase. It really is complicated to grasp it all in the beginning. There is over 25 families from my home county in Indiana in our park so we had good guidance but still did our homework as we did not want to miss anything.

To make it worse, it’s hard to find a 3 bedroom property that’s affordable and meets my own, my mom’s, and my aunt’s needs.     I've got several years until my wife and I can retire to Florida. I'm hoping with your videos, I will have as much knowledge as possible between now and then to take with me to Florida when we move. We already have a 55+ community selected, which has lot rent and land owned homes. Even with property taxes, it would still be cheaper than what we pay now in our current state of Illinois.

    Thanx again Russ. I think a ROC makes a lot of sense for us. I realize the home is more expensive if it includes a share, but is a hedge against the ever increasing lot rents in the nicer gated parks. Hope I can find what I'm looking for.     i live in fla . living in condo . i owned moblie home before loved it. condo 3rd floor now older a long walk to car .i miss my carport . standard house has Is garage which is nothing more than a hot Box. many critters get in also .snakes rats Skunks

    Same situation for me. I’m also interested in these type of communities. Buying a manufactured home just to pay a high lot rent makes no sense to me. Just sold my house, so I’d like to find more options in the central Florida area, so far, I’ve found only 3.

    We purchased an old mobile home that was nicely remodeled in 2015. It was land owned for some of the resident’s paid about $98.00 a month, not including water , sewer and trash pickup at the time. The community was purchased by another company in 2018, and they were trying to buy out all the land owned. We loved that it was in Clearwater and abutted, Tampa Bay, but we weren’t too thrilled about the noise from the highway, the management and the outdated look of the park. We sold it for a good amount in 2019, but we’re sorry now because we’ll never be able to find land owned at that price again. The new management is fixing the park up now and it’s looking much better than when we were there. We’re thinking of purchasing another home again in Florida, but we’d like to be able to find land owned, at a reasonable price, in an updated 55+ community.

    Yes, those land-owned homes with sweetheart deals in communities are rare. Best I can suggest is a decent recreational district or subdivision.

    Most subdivisions use tiny lots. I have never heard of one with very large lots. For an example of a subdivision with a recreational district, watch my video on Barefoot Bay. kzread.info/dash/bejne/ZnuTqMWTf73cXag.html That said, it's quite common in more rural areas to find manufactured homes on private parcels of all sizes. The best way to find those is to contact Real Estate agents in the area that interests you. You can also look at listings like MHVillage, Realtor, etc. These listing services are on our website: www.floridamfghome.com/Buyer-Resources If you find others I should add, let me know.     The only sites I can easily point to are FlaROC and Mid FL ROC. Both are listed on my website. I am working on a list of parks for my next video. I will include as much as I can find on Co-Ops.     The Palm Bay Colony community that was shown in this video accepts large dogs. I worked with a client from Michigan that had a large breed, & they were able to find a place they liked in PB Colony. It is located in Palm Bay in Brevard County on Florida’s East Coast. This video has solid information. Do your homework, visit the area & not just inside the gates of that community; drive around the outside neighborhood too. Get crime reports from the local police dept, & make sure you can follow any deed restrictions.

    Resident owned is the only way to go. Owning your own plot is the best, but the other two are superior to a rented lot.

    Absolutely. But most discourageAir BnB type rentals. Each park has it's own rules. Check sub-divisions like Barefoot Bay (featured in another video) also.

    Very interesting and useful information. Would you be able to tell me of any ROC or family owned lease parks near Pensacola? Or should I buy your book for more complete info so as to make an informed decision. I am a single woman of retirement age, have sufficient income but don't want to see it eaten up by fees and HOA. Also would be moving with 2-30# non aggressive dogs, Corgis. Thanks

    I do not find any ROC CoOps in Escambia county. There are some land lease parks in and around Pensacola. The largest is TIMBERLAKE, owned by RHP properties.     ROC's are few and far between. Those that accept dogs are way farther fewer. You will run into weight limits, e.g. 25 lb common, 45 lb less common, no limit lb very very very few.

    Hello you’ve been very helpful in the past with a few questions that I’ve had. Sorry but I have another one, my wife and I are flying into Sarasota Florida from Indiana tomorrow and I was wondering if there is a list or a website that I could go to of co-op mobile home parks somewhere between Orlando and Sarasota. We are here for a week and want to check out the weather and the area like Kissimmee Sebring Lakeland. I’ve been looking on the Internet but it kind of gets confusing, perhaps you would know a website or where I could go to to get some kind of a list thank you again

    I live out of country and plan to be a winter resident. I want to get a place in a ROC in Sebring. Currently there are 2 empty lots I can place a home on and buy a share (knowing I can get the cost of my share back when I sell) or I can purchase a home already there and rent or buy a share. Most of the homes in Hammock Estates are 45 yrs old and most show it in and out. What does it take to put a home in a park. Am I responsible to have plumbing, electric run to the lot, cement pad and drive way? Is it work me putting a home in this park that will be the newest and for resale most expensive home there? I need a starting point for information. I don't even know where to look for new home builders in Florida

I am producing a video on new home installation in late August. Contact the HOA regarding what is already on the lot in terms of utilities. Most parks set their lots up when the park was built. I think the resale value of a new home would be considerably lower in a community where the other homes are all much older. But, is return on investment your purpose? I suggest you watch my other videos and consider reading my book. The book is directed at land-lease but many of the same issues face you in the decisions you are contemplating.

    I have no data on the diversification found in ROCs nor am I aware of any that might be either favorable or unfavorable in that regard. I don't really feel qualified to address your concerns.     interesting video. we are not very familiar with Florida but are there areas where you can buy a property in the state with .5 acre + and just pay property taxes to the town etc. without any of this HOA, lot rent, etc. I understand the Home owner would be responsible for cutting their own lawn etc . we are not looking for huge pools, and tennis courts. Just a regular piece of property with a home on it with property tax.

    The real advantage of Resident Owned Mobile Home Parks is you are not as likely to loose your home. Under Florida law the owner of a lot rental Mobile Home Park can sell the park to a new owner who will redevelop it into condos, houses, business parks, etc. Or they can redevelop the land itself. The residents get a few weeks notice, one park I remember people got three weeks notice, to get their trailer out of the park. This is becoming all the more frequent as land values increase and park owners can make a quick dollar. Ther is simply no other park with empty lots to take the trailers. Equally people do not have the money to move the trailer even if there is vacant lot in another park. A big problem is many of the older trailers have had additions and cannot be moved successfully. There is some provision in Florida law for trailer owners to get compensated but the compensation is often as little as $1,000. So the resident is homeless with not enough money to buy a new trailer. The park takes the title to your trailer for pennies on the dollar. If you don't accept the minimal amount offered as compensation you get evicted and the court awards the trailer's title to the park. Florida law says that if a buyer is found the resident's HOA, if they have one, has the right to purchase the park at the same price of a new owner. Many rental parks do not have a HOA so they do not get the opportunity. Those with HOAs are not prepared to get a loan to purchase the park. All this has been put into legislation by state lawmakers who the common people like MHP residents voted into office to protect their rights. The Florida legislature is owned by the MHP owners and developers. In Florida buy in a resident owned MHP, I believe legally a co-op, or look elsewhere.

    I must point out that not all new owners redevelop the park and demolish all the trailers. Those that continues to operate it as a MHP usually make a huge rent increase. If you can't pay the rent of find a buyer you get evicted and the park takes title to your trailer. The park then sells your trailer for a profit or rents it out. The Florida legislature sits deep in the warm pockets of the developers and park owners.

    Some of your beliefs are fact and others are not. As an example, the law requires 6 months notice if the land is to be used for other purposes. (FS 723.061 (1) (d)C2) You can view the actual statutes on our website: www.floridamfghome.com/Legal . I talk about assessing the risk in my book, Retirement in Florida - Manufactured Homes & The Land-Lease Option amzn.to/3c3UMPJ In some areas and some parks that risk is fairly high but today most resort parks (that remain) produce more income for the landowner than other uses offer. This is the flip side of lot rents that seem high - those same rents make it much less likely the park will ever change. I agree that ROC CoOps are a good deal (if you have the capital) but you fail to mention that they can be bought by investment groups or REITs that promptly increase rents dramatically for those that remain. In fact, some have been including one near me where rents skyrocketed. This is a risk you must asses when buying into any park.

    @@RussellWatsonFMHL The thing is the homeowners rights provide by Statue 723 is not enforced by Florida government. The example of mobile home owners given a few weeks to vacate is real (I forget the name of the park but was within the last year in Pinellas county). There is really no government protection for mobile homeowners in Florida except on paper. Rising property values is increasing the conversion of MHPs to other uses. In Pinellas County land has raised to between $500,000 to $1,000,000 an acre. The MHPs are old, usually 50 years and older. Expensive aging infrastructure is usually patches on patches holding it together. Water and sewer system ar old and approaching replacement time. This system is more than just pipe but includes a lift station to pump sewage to the County sewage pipes. Buildings like clubhouses, laundry buildings, pools need major work or replacement if for nothing else termite damage. The roads in the park are private and also needing major work. They have been resurfaced by now at least once. The park I am in is an example of this. The road surface is now level with the sidewalks. Another layer of asphalt would build the road level higher than the sidewalks and the in the road grated storm drains would not carry away the bulk of the rain water resulting in flooding of the lots. The only thing that can be done is use asphalt grading machines. They grate off the top couple of inches and conveyor it to dump trucks. Then new asphalt is laid. Altogether a very expensive project. Faced with now higher land value and increasing infrastructure expenses MHP owners are more and more opting to sell to a developer. And yes a resident owned CO-Op can be sold. It requires a vote of the shareholders that owns a share that lets them put a mobile home on a specific lot. I did not find in Florida statues what percentage of owners have to vote in favor of a sale. I think that is in the incorporation, bylaws or covenants of the ROC. I would think it requires a majority or a minimum percentage of all the shareholders but may be a simple majority of cast votes. Not all the shares are owned by individual mobile homeowners as unsold shares are owned by the CO-OP which rents those lots out. I am guessing that the elected CO-OP directors vote among themselves to which way to cast those votes. There is a lot of money involved and a developer would not hesitate to throw some money to individual Directors for a vote in their favor. There is a ROC CO-OP half a mile from me that is facing a buyout offer.

    Detailed info on 55+ can be found in the video I did on that topic. kzread.info/dash/bejne/mmGYtZh8qLnQfpc.html The policy regarding the 20% who do not have to be 55+ varies widely from park to park and is sometimes left up to the park manager. If you see parks that say something like 45+, those are 55+ parks that are allowing (some) younger people. Another scenario that may cause an exception to be made is when you are buying a home (mostly new homes) directly from the park. There are also all age communities.

    Here is the bottom line. Resident-owned communities often get run down. Why? Residents vote out much-needed increases to keep up with expenses and increasing costs to maintain their communities. Thus, downhill they do.

    Sorry, SubDivision information is not tabulated specific to manufactured homes. Your best bet is to call a real estate agent in the area that deals in manufactured homes and ask them. You may also find some offerings from the online sites listed on our website.

    Well, sort of. A lot-rent is the sum of all charges you pay (except user-fees) to lease the land your home is on in a FS723 park. An HOA fee is your share of the common expenses in a Resident owned community. (ROC) Apples & Oranges. But after that it can get confusing. FS723 communities can have voluntary HOAs that represent the residents interests. There is often an annual membership fee - typically $10 - $35/yr. Resident owned communities can also have leased lots where the homeowner is not a shareholder but instead pays (typically much higher than the shareholder's HOA fee) lot rent. I know of at least one ROC where the lot rent that non-shareholders pay is described as a sum of the HOA fee shareholders pay plus an additional lot rent because they don't own a share. So, it gets a bit confusing.

    You can find live-aboard houseboats in FL. But I have never seen one made from a manufactured home. I suppose it's possible although I bet it voids the warranty😃

    That depends...what kind of water? One of the communities I filmed recently is on the water - the intercoastal that is - with boat docks in some back yards. There are several communities in my next video that are across the street from Atlantic Ocean surfing beaches. Then there are those on lakes.....

    You can buy anything you want. It is up to your county or municipal zoning board if they will let you have it installed on your land.

    I cover that a bit in one of my videos. It depends on a lot of factors. The year it was built, condition of tie downs, and the strength of the storm are only some of the factors. There are hundreds of thousands that have survived near misses by CAT 1 or 2 hurricanes. On the flip side - not much survives a direct hit from a CAT 4-5. CBC construction may be a better choice if you are concerned with hurricane resiliance.

    @@RussellWatsonFMHL With Hurricane Andrew the ONLY brand that survived was PALM HARBORS. I know, I was there and saw them still standing with very little structural damage. I was shocked. Blessings.

    I searched for an all age park because, while I am retired, my son who is 27 y.o. is living with me. I found a decent one in Zephyrhills where I own the land, HOA is $65 a month, and taxes are a little over $600/yr. It's not high end, granted, but its nice for me and my fur babies. I'm enjoying it.

    Can the by-laws of a resident owned community be changed after a hurricane. We own in Palmetto Palms- condominium. Rv Park. Recently we were hit by hurricane Ian. The board is in emergency mode after the hurricane and we were declared a disaster. They are trying to sell our park. Spending money on attorney fees to accomplish this. There are many in the park that do not want to sell to Sun Corp. The bi- laws say the park must be restored to before hurricane standards. The board is spending money frivolous. Does the park manager need a 9k dollar golf cart when a five of the bath houses are unusable. Get us a public bathroom. Many residence are rehabbing their homes in hope that the park will not sell. They need a place to shower. We do have out houses. Long question. Sorry.

    I am having a very hard time finding a 55 + mobile home park where its a home/land ownership with a semi reasonable Monthly HOA fee for people who are not rich or don't wish to "snow bird" and pay hundreds of dollars a month for lot rent when you're not even living there. That just sounds insane. I can't for the life of me imagine why anyone would want to do that.? Is there an on line site that lists 55+ HOA mobile home communities in South West Florida.? I'm looking for anything below Fort Myers fl. I have cash with which to buy.

    There are no listings I'm aware of for MH Subdivisions. I suggest you contact Real Estate agents in the area that interests you. Another option is to join the FaceBook groups I have listed on the website and post an ASK with your requirements. Hope this helps!

    Have the perfect place. IT is called Silver Oaks and is located 45 min west of Gainesville and has low HOA fees and no one messes with you. Gainesville also has the best medical in FL.

    @@donpazer What do you consider cold? Winter is the best time here but if you want it hot all year long than the keys are your best bet although they get hit a lot with hurricanes.

    Well, that might be true of CoOps but condominium and deed restricted HOA subdivisions are near impossible for investors to buy as a community.

    Look at the smaller parks - 120 lots or less. You can also find better rents at this level. If you don't plan on using a pool than a very basic park will do just fine.     When you are aware that a hurricane is coming... RUN! AWAY! There are few roads from Southern FL to Northern FL and it will be easy to get caught in traffic jams. So grab what you can, water, food, toilet paper, clothing, important docs, pictures... and leave. I was in Aug 1992 Hurricane Andrew... I lost it all! And, could NOT get out due to the millions of people on the roads. We had 7 hours of hurricane 200+ winds, and only 15 min eye. The second wave was much worse than the first. I will never allow myself to be caught in another one. I don't live in FL any longer... however, every state has its weather problems. Out west, Monsoons, flooding, heavy winds... Texas central to northern states, tornadoes... lots of them! And the list goes on. Be prepared and be ready no matter where you live. Blessings.

    Predictions are for a ten foot/three meter rise in sea level over the next hundred years. A two foot rise in sea level would put Miami underwater.
