If they made so that Every Person emprisoned ar a certain degree of impel down had a Long timer, before they could join the game again, it would be quite like a prison, where you need to stay there for a lot and also adds for the penality of being a high wanted criminal. If you are higher level you can try to escape by fighting your way out, and getting keys from officials of each floor, OR wait for the timer. That UNLESS you are part of the "Eternal Hell" floor,which is for the most wanted pirates, and so you have no timer and you need to escape by fighting your way out (But I guess you would have checkpoints), and the dungeon could be like 1-2 hours long so that you feel it is a punishment. THIS is the Ideal system I feel would bring Impel Down it's immersion, but I don't know if all of this is going to be true

an good idea for impel down is that u need to trade some items for keys or more good items to get out of impel down , like u get some wood , stone and u can craft an axe for a picklock and u open a chest with something that will help idk . Something long u need to do , not in one day , maybe a week or something to make u want get out more

I imagine that impel down will be like a maximum sentence, if you commit a lot of crimes and if you are caught, you will end up in impel down,I don't know if there will be a way to go to each specific level because of so many crimes, I think we'll go straight to level 6 and we'll have to escape,probably breaking the cell and going through everything like in the anime
