In kvk with tech there should be a way to deal great damage to this high power citys... Where is the fun if you have that? Most of the time people dont even rally since there is no fun... If there is a fast way that will justify high spenders to spend more and people doing rallies :) For example if a city is imprison that city cannot heal troops between rallies till prison is over 😉.
