Why don't the Mayor of Manila have this extremely dirty place clean ? This is a shame ! Warn the residents that they will be evicted from the place if they won't clean the place. Be really strict on these stubborn people. Enforce strict discipline on these people.

Well they could also be paid a little amount.. That would help the whole community and it would be really clean.. Just only a few pesos.. But yes, the place should be a focus of the Mayor, because its the only other "beach" that the city has. Dolomite Beach doesnt count its directly on the road and artificial. But Baseco Beach could be THE only natural beach of Manila.. It has enough space to plant some Mangroves and other things and make a nice place out of it that is good for the enviroment and not bad. From that, the community would also profit, because they could have their stalls there

People who live in that area should clean the sorroundings together just for their healthy living. Lazy people

They have to earn money so they survive. If the city would give them some pesos for cleaning up, they would do.
