Gambling rules pertain to players. The people you want punished are the fans. It's not comparable. You can't ban a fan from playing because he doesn't anyway. If it's One fan you can make an example out of him. If it's 15,000 fans, what do you do? How do you even find who done it? The club can be punished but that hurts more innocent people than guilty. Black players themselves may suffer not playing in a certain competition or loss of wages due to relegation. I've always thought that if fans knew going in that mass racial abuse would result in the game being stopped and their team having an automatic heavy loss, they wouldn't do it. They would also be likely to stop individuals that wanted to do it. Maybe that would work, maybe it wouldn't but ypu can't compare it to Gambling bans. It's just not the same thing.

Generally, they know that will not change people political views when it comes to elections in their countries. In fact, some of them use racism and immigration to come to power.

Most the judge can do is give him like a 5k euro fine and some community work thats it.
