The on-screen text for Point 4 is not correct I'm afraid - you can luff UP TO head to wind, you can not luff PAST head to wind.
For some reason people think that rule 11 after the start applies only to a boat's proper course. It doesn't. The leeward boat can luff up all the way to head to wind if you give the windward boat time and room to move away. The exception is rule 17, where the leeward boat approached from behind, where proper course limits how high he can luff. So, it's worthwhile remembering how boats came to be overlapped and when the starting gun went off. Even so, proper course at the starting pin is to luff up to make it past without hitting the pin. So even after the start when limited by rule 17 and struggling to make the mark, you can luff up windward boats as far as head to wind, as long as you don't tack.

@@davechilling8139 you’re looking for the international racing rules of sailing 2021-2024. Before an event every registered sailor should be supplied with sailing instructions as its common for some rules to be altered at each regatta. IIRS is what you’re looking for though and they update every few years
