So starting with the 2023-24 season this play would be a block in NCAA Men's regardless of the RA because the defender failed to have both feet in position prior to the offensive players last foot touching the floor before his launch. However, this is also a blocking foul as the defender fails to establish position outside of the RA. That being said, in NFHS, this would be a player control foul as the defender was in position prior to the offensive player leaving the floor. It is important to understand the rules differences and be sure to apply the rules for the level you are working.
