Rather than type it all out I found this which is correct "A 2-step is a rev limiter that is used for drag race launching in any type of car. Basically you pull up to the line and put your foot to the floor, with the system turned on it will keep you at a pre-set RPM for optimum tire hookup without you having to watch the tach. One you launch, the system turns off and lets you rev to your normal rev-limit. Anti-lag uses 2-step technology to cut timing and push raw fuel into the exhaust housing, the hot housing ignites the fuel and keeps the turbo boosting between shifts or at the line while you are "2-stepping" for your launch."

A lot of rally cars use anti lag. that is the bangs and pops between shifts you commonly hear. A lot of people are very confused when it comes to these two things.
