Poverty percentage among them is very high..and economic survey gives the clarity.. improper land distribution and corruption, political benifits are other reasons.. Madam can't do anything with the issue..its completely depends on parliament in making laws and amendments..if economic disparities reduces (poverty, unemployment) then there is possibility..
