Tigray is a region and the name was derived from the ethnic group called Tigretae that included the Trigriyna tribe that live in both countries and the Tigre tribe of Eritrea and Sudan. The confusion is when the Eritrean Tigriyna people ancestors settled in those Eritrean lands they did not preserve the name Tigretae instead they named themselves hamasien, akolo gezay, seraye etc... and only passed on the name of tribe as well as the name of the language, while the Tigray people switched to be called by the name of their region rather than the ethnicity. The case for the Tigre tribe is also similar naming their land, tribe and language Tigre. Therefore the Tigriyna people of Eritrea, Tigray and the Tigre people all hold the ethnicity TIGRETAE.

Those awrajas of Hamasien Akolo gezay and Seraye were changed from regions to awrajas and so on multiple times in history e.g. hamasian was mentioned by king Ezana as a region also Seraye as having a king of their own, the latest change taking place in the 1996 when the regions were divided into 6. There are a lot more questions we have to ask to determine how and when the people settled in those regions, one question that arises is was Tigray called Tigray before or after the first ancestors that moved and settled in those Eritrean regions. All we know Seraye, Hamasien & Akele gezay historically have been existing in those lands from before the time of the kingdom of D'mat and there are evidence to prove that. So far No one knows what the Name Tigre or Tigray means even in the period of Aksumite kingdom which is really a shame to be fighting about a name of ethnicity we don't know the meaning to. Tekerebanakum giat tigietu alekum tibluna terhaknakum tekribuna gud ekua rekebna.

Anyways i did not respond nor agree to the examples you provided what region and ethnicity is, so let's give that a shot and see if you can at least understand. In your example you said there are Germans that live in some countries close to German and are Germans which is true but you got the fact that even the English are germen descend making them Germans.
