Nope, you can't.

when my dc motor rs555 using this kind of pwm in top speed start to Disconnecting and connecting, and i have to start from low speed again to avoid this problem

Yours maybe a bldc motor. You need esc and servo tester for that.

How do I get full power at 50% duty cycle? Use power supply DC at twice amps setting , and then chop that at 50%? with speed controller?? I need to operate Millihenry coil so as flyback higher volts is usable with power DC, to on/off DC to coil. I tried vibrator relay with separate set contacts, but only low power and voltage out.

50% duty cycle gives half the power of the 100% duty cycle.

Can you do an experiment for me? I’m reading on ancient Vedic flying machines… and my theory after reading it all is they basically say you vibrate a cylinder (picture toilet paper roll shape) and at the top of that cylinder you have a cone. The way it’s described is they vibrate that shape and that causes lift… later in my reading I found they could create vibrations with a propeller using a speed controller. They would find the same resonance between the prop and cylinder/cone…. I’m thinking you mount what you have in video in different placements in what I’ve described with a few screws….

probably silly question, but is there a reason not to use a fuse or a ground?

Because it's just a 12v fan, you dont need a fuse for something that uses such little current.

Everything in your car is running off a 12v. Gosh look at how many fuses there are. You can still cause a fire.

An electric motor develops maximum torque at 0 rpm. The torque developed depends on the applied emf. So think about your operating conditions.

maybe you add too much voltage it depends on the type sometimes always 100v do not past over 100v cause it will be spark or capacitor explode or smoke be safe

That is not any charger, that is dc adapter and in the absence of this, a short circuit may happen because of mismatching of voltage.
