yes he can, but with the nerf to his hypercharge, he isn't at the top of the meta anymore. he's still a pretty good brawler, but not better than the brawlers in the video

I recommend spike easy to get as first legendary super high dps ok hp long range good for controlling places by blocking hotzone or gem spawner or a path with its super use the starpower curveball and the mythic gear and pick the 2nd gadget and shield gear ur just not gonna miss ever cus curveball and they are gonna be too slowed soo yea pick spike he is pretty fast and Will never get nerfed
