I disagree with dave's advice here. If he needs only 30k, I would leave the investments as is and build the emergency fund from scratch. That's what anyone who didn't start saving would do anyway. If there was a dire emergency, he could always pull money out of the brokerage account. It's not like the 430k+ is going to go down to zero or anything. It's just gonna keep growing. No need to pay capital gains tax on it.

Dave’s point is it’s psychological. Having it as investments and not an Em. Fund means that when a rainy day comes, you’re less likely to cash it out when necessary. Also, you might need cash quickly for your emergency and sometimes it can take a week or two to cash out investments and get a check. Better to have your emergency money where you can get it easily.

Why not treat the investment as an emergency fund? Leave the money where it is unless you absolutely need it in an emergency? It's pretty liquid and you only get taxed on capital gains if you take it out.

They are assuming that discipline is nonexistent. If he treats the investment as an EF and say he always goes to use it as an EF, then he will deplete it faster and maybe even use it to buy things he does not need. If you separate accounts and make it harder on yourself to access it, the better chance you will never touch it and it can be used as intended. For instance, I have $3k in savings and $3k in checking. I know the $3k in savings is my emergency fund and it is going to need a fund transfer in order for me to use it in my checking account. That is a boundary I created for myself. Instead, I decide to throw all $6k in checking. I will assume I actually have $6k and most likely spend all of it because there is nothing triggering that this amount is needed to satisfy two different purposes.
