IS 1893 doesn't specify weather the Stiffness/property modifiers are applicable for Service or Ultimate condition Unlike ACI, whats your take??

Yes, it does. Refer IS 1893: 2016, page 14 or 13

The Slab Unfactored Load it is abt 0.35 Ig & Factorer Load is abt 0.25 Ig
