This second session of the 2024 Cyber Dialogues convened diplomats, policymakers and members of the multistakeholder community to discuss the cumulative and evolving rules, norms and principles of responsible State behaviour in the use of ICTs.
The discussions supported means of addressing interconnected issues, including the protection of vulnerable sectors, promoting integrity, stability and security of the supply chain, preventing the proliferation of malicious ICT tools and techniques, and enhancing private sector collaboration in the security of and in the use of ICTs, as well as implications for national norm implementation. Key questions included:
🔵 How can we meaningfully understand the differentiated roles and responsibilities of States vis-à-vis non-State stakeholders in norm implementation efforts?
🔵 How can we understand the inter-connected nature of norms and their ability to help States respond to varied ICT incidents?
🔵 How can national and regional implementation of norms contribute to narrowing the digital divide?
