It should illegal to own animals while homeless, seriously. As long these people can use drugs freely & have animals its would be exceedingly difficult, almost impossible to get housing cus majority of sro or low income Don't allow animals. Government is letting this happen, cops can't do anything. I'm moving out cali because it's been taken over.....downtown is ghost city now all because of homelessness, crazy
