Loved the "Cuffs match the collar" remark and just as it's said there goes the dame. I can only imagine the roars of hilarity when sailors heard THAT one

This one does seem to follow the formula of a typical Goofy "How To 'X'" cartoon.

In The Navy Conceived Written Produced Costumed Scored Designed and Swabbed Down by *the Army*

I dont get the whole thing with the sailor chasing the girl popping up everywhere. I know theres some kind of period specific joke or reference there with the tune and the sailors way of walking that goes beyond just "a sailor chasing a pretty girl."
