    People undergoing a lot of mental/ physical disorders, access to nourishing food, poverty, having obese/unhealthy parents if youre a child, not being properly educated on nutrition/exercise, food addiction and food obsession, and sometimes just straight up laziness. Their baseline is their body when they decide to make changes. That is the rock bottom/baseline. You only want to go up obviously.
