The suburban at 9:35 is the Secret Service electronic Countermeasures vehicle. The truck at 6:10 is the Roadrunner belonging to WHCA, a military unit.

To add to what Bobby said, the Electronic Countermeasures Vehicle at 9:35 drives infront of the motorcade. A lot of Secret Service motorcades have these so they're all over New York at the minute. How-ever it's worth noting at 5:22 is an even more advanced Electronic Countermeasures Vehicle with the White House Communications Agency (WHCA) codenamed 'Watchtower', only the US President's motorcade has this vehicle. Roadrunner (at 6:10) is one of my all time most favorite vehicles. It's a Mobile Command and Control Vehicle.

Keep in mind that the President travels with 100's of staff at any given moment. Lots of this is security but most of it is a mobile White House essentially.

By US Law. they are given power to provide a security umbrella to the first family, at all expenses, and disposal. They override the words of the President, they can manhandle any seated president if they have to, just to place him in safety. If anything happens, like another JFK-type of an unlikely event, the agency will answer that to the American people.

The NYPD are like bottom feeders , they feed off of other people's money....they write a million vehicle citations and take tons of money from the city , the NYPD has way more money than the FDNY does the FDNY members have to fork out money from their own pockets to get stuff for their rigs but the NYPD lazy boys don't.

It's for safety. When the secret service first started they didn't even go code 3 anywhere. Just acted as chauffeurs with 1 car. But as more and more assassination attempts and successes happened the bigger the motorcade got.

This is the typical size of the presidential motorcade. Maybe more local police than normal but NYC is also a large city that requires a lot more traffic control.
