It's a couple of mods. Andrews pose player, the teleporter mod and you can download animations on Tumblr

hey boo! the cars aren't functional. they're actually deco cars. but you download car animations and poses and use green screen effects in editing to make it look like they're driving. The mod for animation/poses is teleporter and andrews pose player
