Police reports: Luxury condos become hub for unlicensed sober living homes
We're taking you back to the luxury townhomes in Mesa that we told you about last May and how they transformed into a compound for unlicensed sober living facilities.
FOX 10 Investigator Justin Lum has been following problems at the Canal on Baseline (COB) for several months. Police reports we’ve obtained from 2023 provide a wider scope of the complex.
COB contained several sober living organizations, housing dozens of vulnerable people and the calls for service were constant, at a rate of nearly every day last year.
Despite multiple state investigations into the property not licensed for sober living, not much has been done.
In our two-part investigation, you’ll see how sober living programs hide behind LLCs and operate unlicensed rehabs while shuffling vulnerable people between units, sometimes abandoning them with limited liability.

They tried to move my daughter into a sober living home but has no openings in the ones I had researched…..so they tried to move her into one “privately” I went to tour it and they couldn’t hide the fact that the living room had 6 bunk beds….each “bedroom” had 2 bunks each. There was no community space at all! It was as if they took a huge, amazingly beautiful home, complete with swimming pool and game room and turned it into a trap house. She stayed one week. We really did try but she said that not everyone was “sober” and that there was no privacy. The state pays for this crap and then they force them into specific jobs….take their paychecks too and give them $25 week to live on for “necessities”. It’s supposed to be a one year program. My question was…..how do u get paid by the state AND then take the paychecks? That cannot be legal! My daughter was no mandated to go there, it was voluntary so she came home and did an outpatient program. Imagine the ones who HAVE to stay! U see the white vans that drive them to the Dollar General every weekend and the women line up looking miserable. Some women with envelopes and lists shopping for others who haven’t yet “earned” the “privilege” to go shop for themselves. I think my daughter counted 52 women living in a 4 bedroom home. FIFTY TWO. It’s sad. Private individuals are buying these houses and then turning them into rehab homes….getting paid “per person” so they stack the bodies literally on top of each other.

But without it they go.back to the street .Obviously it needs oversight. These are very serious issues they are to trying to help.There is really no we in recovery as its an individual issue and they are the only ones that can fix themselves. Support from others and programs like AA can work.We need more places people can get help and treatment not less.I personally know people who have helped successfully but lost others.My heart breaks for anyone dealing with addiction those addicted and those who try to help both professional and family. 😢

I work in retail .... NO law exist where there are "Policies and Procedures" Honestly - if the Government pays for your sober living and you get arrested for being intoxicated, they should lose all of their assistance and figure it out on their own. I work everyday and don't have enough money to buy alcohol. Their money is provided by tax payers and handouts.

@@ms.donaldson2533the people seeking treatment aren’t the ones stealing from the system. They are being used by the unlicensed, fraudulent scammers that are pretending to be a public health resource. It’d be like if someone set up a fake school and let the kids run around breaking stuff and getting hurt, and they took funding from the real schools but never helped the kids
This isn’t fair for the community, but it also isn’t fair to the people who sincerely want to get sober, but end up in this chaos instead. A legit sober house would kick out anyone drinking, using or acting out.

@@Literallyarealhuman That's what I would have said also, could you clarify? I would think that you are not allowed to drink or be drunk in a 'sober living' home - are you saying they are? Don't they have some kind of lease requirement along those lines?
Property managers and owners are pulling all sorts of illegal things like this. Here in Texas, they are doing to the same of thing. Another thing they are doing is short term rentals to big companies to get their immigrant employees in here. We too are a luxury complex. I've had 3 different families move in and out across from me in 6 months! They are not supposed to be doing this, everyone is supposed to have the same lease. But of course, the courts are backed up for years so there's no justice available. This is a HUGE problem across the country.

Absolute scam..these places are getting PAID by the state for each participant. Apparently starting up one of these places is pretty simple to get a license. Alot of these places dont care they just see dollar signs. This is rampant, especially in big cities.

I stayed in unit #187 from January 1st to January 15th 2023 with my dog. At the time 6060 Baseline was under construction, and half the units were built. I did not notice if there were other "sober living" units. I was picked up from Tempe after walking from Laveen. Both "sober living" homes kicked me out because my AHCCCS was taking too long. My dog and I walked from 6060 East Baseline to Goodyear, so we could hitchhike to California. My dog and I got picked up in Goodyear, and ended up living in a good home and got help from a very good clinic. Today, I am sober, and I am very grateful for the help I recieved from Onyx. I walked around the Phoenix metro area trying to find help, and it was rough not knowing the city. I was picked up from Albuquerque, New Mexico, but I am originally from Chicago.

This is happening in my parents upscale Cypress, TX neighborhood right now, calling it a halfway house but it's really just a traphouse
I wonder if those 2 teen females found in the water retention on Southern and 58th are connected to the shady business happening at the Canal on Baseline. They were reported as runaways from a “Group Home”. I haven’t seen anything new on their story for a year already. Rumors were that homeless people were squatting in units that were still under construction. What a nightmare for renters living in that community.
The term "luxury" is slapped on condos/apartments so often that actual higher end units no longer use the term. Many English terms have been twisted to mean the opposite of their traditional meaning.

Hmm, they closed all the institutions, put them all in halfway houses back in the 80s and expected no problems. What could go wrong.
Between this, illegal immigrant housing schemes, and Airbnbs, it is becoming very hard for any of us legal drug-free working renters with strong credit scores and excellent rental histories to find a small, reasonable, and safe apartment for anything under $2500 even in less high cost areas.

That because policies and laws make tenants not have to pay rent to landlords. Tenants rights are really unpaid landlords, unpaid taxes, unpaid mortgage in landlords name. Landlords charge higher rent. To protect their financial investment in the property. Democrats are destroying home ownership for individuals. New laws in covid years really set up this situation. 2019- 2023. Only corporations with multiple investors can "afford" to buy a home, and rent to people with low income. They never could afford that place on their own. Shared living or rental is the new "affordable,".

So many property managers are hiding behind these LLCs. When investigated on who owns it, it usually leads to dead ends. There needs to be a full transparency law for both who owns the properties and how they use tenants money. They cant keep getting away with this.

I was raised in Baltimore, Maryland...... my father would soak a person from head to toe if they were in front of our home acting an ass. He didn't believe in fire arms, but once eliminated a death threat with a fire hose when he was a corrections officer. It's sounds like it is time for the community to clean the streets. If these are unlicensed sober living homes, seems like the state, or local jurisdiction, or police should file criminal charges and civil lawsuits against everyone who is involved in this. These unlicensed sober living homes are literally putting the people who are trying to get or remain sober lives in danger.
As someone who's been in long-term recovery. I can tell you it's very difficult to find sober living places. So when I see bad actors moving into this space it's heartbreaking, because they make it that much more difficult for the people who are running a true sober living house to have the opportunity in the community! It gives everyone a black eye! This is why I want to encourage everyone show up to the city council meetings Get loud let him know you want them licensed only and if they're anyone else out there running one that isn't licensed you need to report it! Washington state has been The dumping ground of the nation's problem people for decades and finally Pierce County had enough and have started to do exactly that go after bad actors and get them closed. Makes me sick the way people take advantage of the people who are in dire straits & need help.

So I stayed in three after my mom died. I was homeless and broken but not a drug addict. Most are scams. And, the Christian ones are the worst! Some of these homes are located in drug areas. The houses are cheap and the owners are in cahoots with drug court. Its sick. I stayed a month each time and moved it along.

The Homeowner and Condo Associations are complicit in these debacles. Property owners rent out these units to renters who bring in problems..
Well these people have to go somewhere. Arizona has a bad history of unlicensed rehabs schemes who are making a profit but not helping people get over their addiction. Especially native Americans.

In my local dive they have an early last call for the people from the sober home because they have a curfew.

Don’t worry I believe all these owners are getting paid big money to do this. Trust me it goes all the way back to the owner even the hotels like the Ramada Inn. A lot of these hotels are being paid big money to house these people from immigrants on.
These places are popping up everywhere lately, hopefully people will finally start to connect dots... It's ALL by design!

Anyone not sober is removed for the protection of the recovery efforts of everyone else in the home. I know. I got sober in one, then managed several, then assisted our local city in creating an ordinance that worked for everyone.

I wonder if the man they call the property owner just developed and now manages the property. He collects management fees but all the risk is on lenders and investor-owners. If he's the actual owner it's surprising to think he purposely brought in dozens of addicts into his buildings.

Yes, the property owner not only has the entire property of condos, but owns the management company used to oversee tenants and lease agreements. His signature is on the rental agreements that include sober living surcharges as well.
Nobody but me paid for my sober living. And there was no program with a time limit. If you volunteered to go in, you left when you felt ready.
Pro tip: apply the law. All these people would be doing 2-5 by now if you just started prosecuting.
This is going on in every state....it has been for years.... it needs to stop. Tax payers should be so angry as well as organizations like AA and NA.
If you want to expose a problem, make sure you have a solution FOX 10. The obvious reason why nothing is being sone is, where will all these people go? You want them on the street FOX10? If you want to make a real story, find the owners of the LLC,s. These people didnt ask for them to skip corners. Or have the State stop funding the company until they are in compliance. Leave the vulnerable people alone. This have enough to deal with each every day.

FOX 10 may not have access to the legal documents. FOX 10s job is to EXPOSE THESE FCKS. FOX 10 did not set out with a SOLUTION. The state of ARIZONA and the HEALTH DEPARTMENT AND ACCIX (or whatever the name is) are whose is responsible for the legal aspects such as licensing and enforcement. The real losers are the people who REALLY WANT TO BE SOBER AND MOVE FORWARD!

That’s absolutely where these greedy business people.
As someone who had an alcoholic parent for several years, this is so concerning and disgusting to hear. Once he got sober, that was it. We didn't drink around him or bring alcohol into the home. The only one who did was unfortunately someone who didn't have any respect for him, and her bringing alcohol was eventually stopped. It can be so hard to get sober/clean, let alone stay sober/clean. People don't need false hope and mockery thrown their way, they need lifelines and compassion. I get it that their inability to safely drink is not the fault of people capable of safely drinking, but still...other tenants don't have to be so cruel about it. Managers don't need to be taking advantage of them. I'm glad that at least one of the mega clinics was suspended, but this whole situation is still heartbreaking and infuriating. Those LLCs should have received ACTUAL PUNISHMENT instead of fines they could/would weasel their way out of. They deserve more than headaches and reputation loss.
From the headline, it would seem that the condos only want drunk people, not sober?
I've heard they had some wild parties out there.

As for the actual tenants, renting documented sober living facilities on the property, that information is only available through eviction filings since the property owner will not be releasing those names. But through eviction filings we got in court, we did see several LLCs on leases. In the future for similar situations we can put a list on our web article.

They need to live somewhere and a sober living space is a great idea. However, there needs to be constant supervision around these homes and bad actors who can't follow the rules, need to be ejected promptly. Unfortunately, there is a certain amount of chaos around these folks when they aren't regulated...

They aren’t being give. Proper care, these aren’t real facilities. I actually live next door to a legit sober living center and the most I ever hear is the occasional basketball game outside but it’s always really chill over there it seems like. I’d be lying if I said I didn’t walk briskly to and from my car when it’s dark out, but I don’t have a decent reason to do that tho

The owners are aware and are letting this happen. They don’t gather enough information (or even existence of said license) on licensing of the program.

The best rehabilitation centers dont do any of this. They especially dont traipse outsiders around the host town. If you want to know how the good places work, look up: *Bonnie Brae boys school, in Liberty Corner, NJ*
She’s turning it into another example of kicking the can down the road! Y’all need to vote these politicians out that do nothing except talk & blame others so they can continue to do nothing for their checks.
