A crash early Monday morning on the outer loop of I-695 is under investigation, Maryland State Police announced. The three-vehicle crash occurred after a driver rear-ended a stationary dump truck in a work zone, according to a preliminary investigation. The driver's car then hit another car in the process. The driver and a passenger were transported to a hospital, according to the news release. The driver of the other vehicle was also transported to a hospital.
