when someone is cuffed they can't have anything in their hands. if they do they drop it on the ground immediately. a crowbar counts as an item in the hands so the cuffs make you drop it. but since the game makes you have a crowbar no matter what it stays in your inventory so if you keep on trying to equip a crowbar while cuffed you become a crowbar fountain. at least thats what i've gathered from watching vids
