As always i recommend repairing / checking the game if you do not have mods installed. The files can be verified using the launcher (google it). If you do not have a legit gta copy (pirated) or you have mods installed then reinstall. Make sure that you back up your gamefiles if you start modding (have a clean gta copy ready aka no mods)
