Ma'am I have a query actually,in job design we design the job means the responsibility, Authority, and what will be the qualities of job holder etc. Means we set everything than also in selection we choose the candidates according to job requirements than why is it again setting responsibility and placing the right person on right job when the job is right and we choose the person according to job than the person is also right.
