Phone app leads to stolen car, deputies arrest teen after chase

Cecil County has been inundated with vehicle thefts over the past few months, according to the sheriff's office. County authorities have seen more than 60 vehicle thefts involving teenagers so far this year. Deputies have arrested several people for some of the thefts.
